Cheap, easy, and visually gorgeous is a my favorite dessert for such functions.
You will need a small box of cherry Jello (about 49 cents), a white cake mix (only about a dollar to two), a can of cherry pie filling (about a dollar maybe two at the most) and a tub of cool whip.
Bake the white cake per the box directions. Before the cake cools poke holes in the top with a toothpick. Boil the Jello mix per box and pour liquid mix over cooling cake with holes. Set in the refrigerator until you are ready to go. Cover the top of the cold cake with whipped cream about a half an inch thick. Put the cherry pie topping on top all over the cool whip (Do not mix them just spoon the pie filling on top.)
This dish cuts nice, serves several and is very pretty and CHEAP!
As far as a dish to pass that is cheap and easy that serves a lot of people, I suggest green beans, corn or baked beans. All of these vegetables can be purchased in the frozen food isle or canned food. You can purchase 6 cans of green beans for under 3 dollars. It will serve numerous people and doesn't take much to prep.
All in all you can do both of these dishes for under 20 dollars and less than an hour prep time.

This counts as a main dish:
You will need:
1 large can Bush's baked beans
1 large or 2 small green bell peppers - chopped up
1 good size yellow onion - chopped up
pancake syrup - to taste
brown sugar - to taste
1 pound of ground beef
small amount of mustard - no more than a table spoon or so
First you brown your beef then drain put beef in a 9 x 13 pan add rest of ingredients - stir and bake until heated thru
Dessert:
You can not go wrong with strawberries for a summer picnic here's what I always bring and it is a big hit:
Strawberry cake mix with strawberry icing Betty Crocker super moist is great - fix cake to direction then decorate with strawberries

Coleslaw
1 head of cabbage, preferably Savoy (the wrinkly looking one) chunked and rinsed (dry in collander)
2-3 carrots, cleaned
fresh radishes, washed and trimmed
1 small onion
Dressing:
2 cups mayo (more or less)
1/3 cup vinegar
1/3 cup sugar
1 tablespoon mustard
salt & pepper
1/2 teaspoon celery seed
Place pieces of cabbage in food processor, transfer to a big bowl as you finish, chop all vegetables in processor. Combine dressing ingredients, add to cabbage mixture. Add more mayo if needed. Tastes better made a few hours or the day before needed.
Brownies
3 oz. unsweetened chocolate
6 tablespoons butter
1 1/2 cups sugar
3 eggs
1/4 teaspoon salt
3/4 cup flour
3/4 cup chopped walnuts
1 1/2 teaspoons vanilla
Preheat the oven to 350 degrees Fahrenheit. Butter a 9 inch square cake pan. Melt the chocolate and butter in a bowl or pot over simmering water, stirring until smooth. Combine well. Spread in the pan and bake for about 40 minutes, until dry on top and almost firm to the touch. Set the pan on a rack to cool for about 15 minutes, then cut the brownies into squares approximately 2 1/4 inches. Sprinkle with powdered sugar. Makes 16 brownies.

Here's a dish to pass recipe:
Italian Chopped Salad in Shells
1 (16 ounce) package jumbo pasta shells
4 cups chopped romaine lettuce
1/2 cup chopped fresh basil
1 cup coarsley chopped cooked chickens
1 cup coarsley chopped tomatoes
3/4 cup coarsley chopped cucumbers
3 ounces italian hard salami, chopped
1/3 cup roasted garlic vinaigrette dressing
Cook pasta shells as directed on the package.
Drain and cool.
Place remaining ingredients except vinaigrette in a medium bowl.
Pour vinaigrette over the salad, toss to coat.
Stuff the shells with the salad.
Cover and refrigerate 2 hours before serving

Lemon-Lime Daiquiri Layered Dessert
2 cups lime sherbet, thawed slightly
1 (250 g) package cream cheese
1 (12 ounce) can sweetened condensed milk (or make your own with Sweetened Condensed Milk)
1/2 cup lemon juice
1 (1 liter) container Cool Whip
lemon slices or lime slices (to garnish)
Spread lime sherbet on the bottom of a 9 x 5 loaf pan.
Freeze 10 minutes.
Beat cream cheese and condensed milk until fluffy.
Add lemon juice.
Stir in Cool Whip.
Spread mixture on top of sherbet layer.
Freeze 3 hours or overnight.
To serve invert on serving pan and garnish with lemon or lime slices

The dessert part is easy - buy a box of brownies and fix those. You could even put some nuts, chocolate or peanutbutter chips etc. to fancy them up. As for the other dish, try potato salad or pasta salad. It would probably be cheaper to buy already made so you don't have to buy all of the ingredients. Just transfer it into one of your personal bowls and no one will know the difference!

A big colorful tossed salad .. not too expensive but you can make it look great with peppers rings(orange/yellow/red/green) tomatoes, cucumbers,lettuce, cheese,onion,carrots etc.
Or
Make up some hot wings: a big bag of wings, some hot sauce and spices is all ya need.
Dessert
You can make some cookies and not have to worry about keeping the dessert cold during the picnic.
Or
get a bunch of fruits and make a nice fruit salad or tray up.

dessert-make an easy cobbler. Pick up a can of apple pie filling, about a dollar and a half, a box of cake mix (cheap) Pour pie filling into glass pan...9X11 grease it, of course...and then make cake according to directions and pour over cake. Bake according to directions.
Side dish-potato salad is cheap to make...Boil 7-8 potatoes. Peel and cut into small chunks...add mayo, mustard, relish, salt and pepper....
or deviled eggs are really ez and cheap.. Boil a dozen eggs. Peel. Cut in half, long ways. Put all the yolks in a bowl and mash with fork til NO chunks. Add a scoop of mayo and squirt of mustard and tiny bit of lemon juice. Salt and pepper to taste. Spoon that mixture into each egg.

This is a great website for recipes (below).
I am stuck on the dessert part, but a hash-brown casserole is really good for a dish, and it's relatively inexpensive.
There are a few ways to make it, but this is what I do:
1 pkg. (24 oz.) shredded hash brown potatoes
1 can Cheddar soup by Campbell's
1 pkg (8oz) shredded cheddar cheese
(this can vary on your liking) 12 oz. sour cream
mix together and bake at 375 for 40-45 min.

The simplest and also the most popular dessert. (I am the Queen of desserts in my town:)
1 angel food cake
2 cups of yogurt
1 cup of heavy cream
strawberries (optional)
about 1 cup of sugar, depends on the sweetness of strawberries and yogurt
2 envelopes of gelatin
Whip the heavy cream with sugar (or use whipped cream, then omit sugar), add yogurt, pureed strawberries and gelatin dissolved in 1/3 cup of water according to instructions on the box. Mix slowly trying not to break air bubbles in the whipped cream.
Layer on top of sliced angel food cake in a dish.
Refrigerate for 2-4 hours or until ready to eat.
For the top decoration you can use a whipped cream or any kind of jello and fruit. (lay fruits on top and then cover with jello. You'll need a 6 oz box of jello. Mix according to the direction of the wait until it will start to set (it will have a density of the egg white) and then pour very slowly on top of your cake.)
The other very quick and easy dessert is a TIRAMISU. Millions of desserts are available online. It is always Delicious.
FLAN is cheap and easy too. (boxes with ready to make flan usually are in the same section as jello)
