Have a completely empty attic ( no floor , windows etc.) Just some wiring and insulation. How much to properly convert it to a usable space?

Depends on what you mean by "usable space".....

Is it going to be heated? Living space?
That's expensive mainly because it's time-consumptive. It's labor intensive to convert an attic to living space because there isn't much space to work and it takes forever to do anything.

If you just want to slap some flooring down to use it for storage that's relatively cheap. However......as a former fireman I have seen my share of disasters that were either caused by, or exacerbated by, storing boxes of stuff in the attic. Don't. You're never really going to use the stuff anyway, so you might as well sell it or throw it away.

Unless I had a very spacious attic with a very tall ceiling so that I could easily walk around, I just wouldn't do it. If I was building a house, I'd put an attic in where one could play ping-pong and etc. up there. But converting something that's preexisting doesn't often work due to the setup.

This depends on where you are, the type of conversion that you want, the cost of the labor. You should check with two or three local contractors, for your answer.
