Yes, you can paint it. Remove any loose paint and oil/grease on it. You can buy metal paints in spray cans at most Home Centers and hardware stores. A couple thin coats are better than one heavy coat that would probably run.

Yes you can paint on a metal table...there is a special spray paint just for metal at wal mart
