Baby lotion is highly perfumed, and not that gentle at all. I'm not clear on this; is the rash on your face?
If it is, hydrocortisone cream for longer than a week is a no-no; it thins the skin permanently, you need to see a doctor, it may be something internal rather than external, in which case creams will not help.
Stop putting anything on your skin - unless you have pure aloe vera - until you see a doctor.

Depending on the severity of the rash-you may be having a bad allergic reaction to something-so make sure you don't start to feel as if you can't breath, as that could be anaphylactic shock. The reaction could be to anything; food, something that touched your skin, hair product, medicine etc. I had an allergic reaction called to an antiobiotic called levaquin about two years ago. I broke out in horrendous welts/rash all over my body, and it took about 3 weeks to completely go away. Try taking an oatmeal bath as this will help with the itching. If you go to the doctor he will most likely prescribe you a steroid cream/ointment to help suppress and relieve the rash. I'm not trying to freak you out. Just make sure that if the rash worsens or you start to feel other symptoms to go to the emergency room if your doctor is not available. If it's not that severe, I would just wait until you can get in to see the doctor.

Go back to whatever you were doing with your face before the rash. If its really itchy and getting to you and seems to be spreading, it could be fungal. Nothing serious but you do need to see a Dr or GP. You might just need a stronger hydrocortisone or a combination of things.
Don't despair but don't put it off either. Letting it get worse, could end up in scarring.

I had the same thing last weekend. I had a rash all over and my face and arms went red. I went to my doctor and they gave me antihistimine tablets and within 30 minutes of taking the tablets, the rash had gone. I had an allergic reaction to some new vitamins I started taking.
As its the weekend, go to your chemist and speak to them and see what they advise. If its no better by Monday, go and see your doctor.

As it's the weekend, see a pharmacist at a chemist. They will probably suggest antihistamine. Then see your doctor on Monday.
