The interpretation of a specific code can vary from area to area.
For instance, a 10-54 means livestock on highway to Virginia state police, to county cops a 10-54 is code for a breathalyzer, a 10-13 may be a request for a wrecker in one county, in another it is the more alarming message that an officer is in trouble.
A 10-50 call may or may not signal a traffic accident, and 10-13 may or may not be a call for a wrecker. Even the urgency of the “10-32” alarm call can vary from place to place.
A few years ago, an agent with the ATF called in a "10-50" in Maryland. To police there, that meant "officer down." Squad cars rushed to the scene to discover the agent's "10-50" meant traffic accident.
In the Clint Eastwood movie Every Which Way But Loose, two vacationing cops argue about the meanings of the codes they hear locally over their portable police radio.
The 10-code system dates from the 1920s, when police had just one radio channel and time on air was at a premium. The system of shorthand enabled them to convey information in the shortest time possible.
In 2005 the Bush administration through FEMA advised that the 10-code systems be phased out in favor of plain English. This to avert the kind of confusion that existed during 9-11 and Katrina when different departments and the FBI on the scene caused confusion among each other as they used their own codes. Many states have already opted out of using the codes.

Well crime is at its peak during the summ er months, so the show is probably filmed during june july and august when crime is at it's height for the year so that the show has potential to catch exciting footage. A lot of guys wear tanktops or no shirt at all during the summer, so I guess that can account to why you see so many people with no shirt on, but other then that I really dont know! Great question by the way cause I've noticed this too and always wondered WHY!

I think its to do with an alarm going off, eg: in a bank, where the alarm is conected directly to a police station.
