I looked at the NJ Transit website and all it says about children is you should keep them close to you. I didn't read anything that said you have to put the baby in a carseat if that's what you're trying to find out.
The link is below. If it makes you more comfortable, call them and ask.
Have fun in the city!

That would have been a tough call for the bus driver. That many elderly people on a bus, makes me a non believer. There are risks for someone with mobility issues to take public transportation. There is a smaller bus available for people who have trouble walking to bus stops and can manage their balance OK with just a cane. I would guess none would be required to give up their seat, if this was a true situation. But it not, than the person with the least problems walking/balancing, should give up their seat. Or forget the woman entirely. The likelihood of this happening is slim to none. I haven't used public transportation in so many years, after taking a medical shuttle instead. I know when and when not to take a risk, and only I can be the judge on what's best for me. It's just common sense.

baby can be put on a seat or in your arms no charge for baby on the weekends.
taxi with baby or NYC bus. Do not even try the subway with baby, too much of a hassle.
