How was the water bridge in germany built? and why? where can i get information?

I am sure it was a hard feat to accomplish but not as hard as the brdge in Japan, that uses countrweights, and movess to a certain degrre.
I have a photo of that bidge, underwater highway combination, in germany, but Idon't know how to send it through the email at YA,
THe fantastic part to imagine is that when a Ship passes on it there is no added weight on the bridge itself, because the weight is displaced by the water, therefore no added weight or strain on the bridge.
