Depends on how much muscle she has, and where her weight is distributed. Like, if she was "top-heavy" then her jeans would be smaller than someone with no breasts and a big butt.

The best way to determine is to use a tapemeasure around the hips and waist while standing in underwear. Write it down, and take it to the store, or check the size charts if ordering on line. Since I started doing that, I've always been happy with the hips. Leg length, now that's a different matter.

If you find a site that hems legs for free (like Lands' End), take a pair of pants that fit you just right, and measure the inseam -- from the crotch seam, to the end of the pants leg. Follow the inner seam with your tape measure. That will give you a good idea about leg length.
