I do this for 2 reasons - mainly in my office because the ladies room is only 1 small room with 1 toilet and 1 sink. (I dont do this at home).
ANyway - the 1st reason is because I like to wash my hands in warm/hot water after using the toilet and it takes forever to get hot water in the faucet. And the 2nd reason is because the ladies room is near a sales room full of men and I dont want them to HEAR what bodily function Im doing when in there.

I don't like people hearing my "squeeeeeze, huhhhhhh" type sounds of regular constipation. But turning on the water on just causes more attention, so I stopped doing that. Sometimes its just nice to hear the white noise during the relief process.

I am a guy. I take pride at what I do, even if there is guests in my house or someone elses. You gotta pee, pee. You gotta poop and fart in the bathroom. Do it. I don't run water unless I have to wash my hands, afterwards.

They don't want people to hear the noises they will be making. The sound of running water covers up the sounds.
