It was the Huguenot (French Protestant) Portal family who developed the use of silk thread and other fibres into the usual paper making processes to produce high security paper. Their factory still stands in Overton in Hampshire (UK) and the Test valley still has a working silk mill in it (at Whitchurch just down the road from Overton).
But modern high security paper is much more complex - see the link.

"Banknote paper"
"The paper for Bank of England notes is made by a specialist paper manufacturer. It is manufactured from cotton fibre and linen rag, which makes it tougher and more durable than the more common wood pulp paper. Using copious amounts of water, the cotton is broken down into individual fibres and reformed into reels of paper of the quality required"
