Generally, yes.

But nothing in this world is 100%
There are a few things that can go wrong (the dog's immune system "mal-functioning", manufacturing problems, handling and mixing incorrectly, etc), but for the most part, they are very effective, and saving lives everyday.

Nothing in life is ever guaranteed, but to my knowledge there are no reported cases of any animal coming down with rabies after being vaccinated against it. So pretty much yes, if you're talking pre-exposure rabies vaccine. If you're talking about treatment shots, though.. that depends on a lot of factors. The post-exposure shot is a vaccine as well, there is no treatment for rabies, you have to get the vaccine on board and working in between the time that exposure occurs and illness begins. Once an animal or person shows symptoms, death is inevitable.

Obviously the term" top contributor "doesn't signify great knowledge. Whether the shot is !00% or not, which it must be quite close, it is the best preventative we have and should always be given.
