This is a codec issue. Do you have DIVX or Nero installed? Both are known to cause this issue.
You can use FFDShow instead of Divx and for Nero you can rename NeVideo.ax
in C:\Program Files\Common Files\Ahead\DSFilter\
If you have another video program installed, try disabling it to see if it corrects the problem.

Miss D is right it's most likely to be Nero 7.1 something.
Check the Nero forums they'll be a fix

its probably happening when trying to burn cd's or dvds i'm guessing so you may need better codecs you can search for them and download them at places like cnet.com
