This is a problem that occurs often in multi cat households. Your cat may be feeling a bit insecure at the moment and to ease any stress you can purchase a feliway plug in from your vet. This releases pheromones into the air, much like those cats produce themselves on the side of their cheeks, which they rub against you. This scent makes them feel happy and secure and reduces stress. It is often used for this exact problem, soiling in the home.
When you clean up the urine, wash the area well with a non biological soap powder, rinse with clean cold water, dry the area as much as you can. Then get a small plastic plant sprayer and put a small amount of 1/2 surgical spirit and 1/2 water in it, shake it up and spray the washed area with the solution. This will break down the fatty deposits in the urine, which cant be washed away and get rid of the odour.
This will stop the cat from re-soiling that area. Do not use anything else, except vinegar, as that will just change the scent and invite them to spray over it again with their own.
Never smack an animal or rub its nose in the urine and do not use pepper. This is cruel and will only frighten and stress the animal so much so that it has forgotten what its just done or why its been punished. In fact if you make an animal fearful it is likely to do the exact thing you don’t want it to out of insecurity.
I assume he is neutered, if not you need to get him/her castrated or spayed.

there are a number of products you need to use, yet they’re in basic terms going to handle the aspects they are able to attain. If this stain sat for awhile earlier you got here across it or if the cat lower back and lower back used the comparable spot, the urine could have penetrated your carpet pad or the sub floor. First get as much of it up with plain water as you can. go to the pet store and buy a product called Nature's Miracle. When you first spray it on.. it actually smells stronger, but then it dies down and in 1-2 applications, it really does knock that stink out.

there is a product called Odo Ban. I have 2 cats and at one time had 3. Odo ban is a biological cleaner and it can be used on just about any surface. It's the same product as used by hospitals. It works really well.

Vinegar and water mixed together. let it soak then towel dry....do it again with just water if it still smells like vin.
