Software updates typically speed up your computer when programmers regularly optimise existing software.
If your computer is running slower than usual it's possible an update from Microsoft could be conflicting with one or more applications, this is unlikely though.
Investigate whether you have any applications still running in the background (by looking at the Windows Task Manager, ALT+CTRL+Delete, then switch to processes), other suggestions include running a virus or spyware scam to flush out any contributing factors.

If you're running out of memory, disable all programs at startup except your anti-virus and close all programs when you finish using them. If it still happens, you need to buy more memory. If you're running out of storage (drive) space, remove all programs you don't (and won't ever) use and delete all files you don't need. The amount of storage you free up by cleaning the registry isn't worth the effort (and usually amounts to zero, since you normally don't have any orphaned entries to clean out). Limited or no connection can occur from interference if you use a wireless connection, or from an improper internet setup for any type of connection. You can't "download" Windows, you have to buy it - and you probably can't buy a legitimate copy of XP any longer. At worst, if your Windows files are damaged, you do a Windows repair, not a full reinstall.

Yes. It slows down, but it will totally slow down if you download the Windows XP Service Pack 2 update. But if you buy a Windows XP Professional SP2 with 512 MB Ram, it'll be okay.
