BOTH according to me, as long as the couple have things in common with each other. For example, if the man is the romantic kind of person, then the woman should be also.
If either falls out, that obviously ends up as a divorce, and a failed relationship. So, I gather information on that basis.

If you meant sexual love and infatuation, I will say, both.
It will be brought on by hormones.
Both will have also the same capacity to eventually fall out of love, sometime one will precede the other. Again it will be brought on by hormonal changes.
