you know, like is there a limit to the amount of money a sponser can give to a business in a year or any other amount of time? are there different codes for different cities, are there any codes at all?

I'm a little confused. Sponsors usually don't give money to businesses at all. For the most part, they support things like sports or the arts; in exchange for a set amount of money, they have the right to do some agreed-upon activities to promote their businesses with the audiences for these activities. There aren't usually any municipal codes which regulate sponsorship, but the organizations which are sponsored may set guidelines.
