I'm in between homes at the moment and me and my two male cats are staying with my best friend and her baby, husband and new puppy, my cats play withn there cat and avoid the baby but when the puppy came my dominant cat (my baby) started leaving large 'suprises' on the main bathroom rug, he's not loosing control and missing his box, he purposely waits so I can see him go in there and goes to the other side of the room, i've put in in 'time out' in his carrier for about five minutes when i catch him, ( he makes sure that i know) any other ideas

Your cat is insecure & ticked. Insecure because he is now in a new environment than what he's used to. Ticked because he doesn't like the puppy & he's insecure. The cat is marking his territory, letting the dog know that he's there too. This will pass, but it may take time. Just let your cat know you love him & that will never change. Spend some extra time playing with him without any other pets/people present at the time. Clean the bathroom rug well & put his litterbox right on top of the spot where he's been going.

Make sure that you completely remove the feces; otherwise he may go in the same spot again. You can use a solution like "Nature's Miracle" to do this. Make sure your cat is neutered; this can help him stop territorial behavior.
