I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras and learn as much as they can from the internet.
Go to the store and hold them and try them to see what they feel like and how they take pictures.
I can only give a suggestion of what to look for in a new digital camera.

If all you want is to get a small digital camera to post pictures to other websites, you probably don't need anything all that expensive. I would try for a Kodak EasyShare camera. They're user friendly and easy to use, and the pictures they take aren't half bad, especially if you're just posting them to eBay and Yahoo. I wouldn't buy anything with more than 5 megapixels, because that would probably be too many for your purposes. The link has a camera that would probably fit the bill.

You really need a camera that accepts a true macro lens. A macro lens is designed for taking extreme close-up and has a flat-field design. Perhaps a film SLR and macro lens would be in your price range. Search on ebay for a Minolta SRT-202 or X-700 or a Pentax K1000 and a Vivitar 100mm macro lens for whichever camera you choose.
To overcome your shaky hands use a tripod and a cable release.

Your asking a compact camera to do something it's not really designed to.
But Take a look at Fuji S700 (around $250). It's super macro can get down to about 1 - 1 1/2 inches.
Ideally you want a Digital SLR with a 50mm f2.8 1:1 Macro. Pentax K100D with DFA 50mm f2.8 macro is nice, but You'll be closer to $900

I don't know much, but I think as long as you have a picture mode that is measured by the "cm" on the camera. Closeup mode? I don't know. And oh yeah! The more megapixels the better.
