OK - as hard as it is, many addicts won't even take the first step to get help until they reach rock bottom. It sucks watching them get this far and many of them die first. You can't change your sister, but you can sure become the squeaky wheel. First off and almost the most important - keep a journal. Write down what your sister is doing - how it affects her daughter - what she has done to you, to her mother, etc.... This gets the facts down on paper and helps you remember.
So - for your niece's sake, figure out what your own limits are regarding her safety and stick to them. For example - if your sister is buying drugs and leaving her kid alone for any length of time, you can decide that's neglect and call social services. See if you can petition for custody and provide a safer place for her.
You need to talk to mom about pressing charges. As long as your sister is getting away with it, she is somehow thinking it's OK. Yes - it's warped thinking, but that's the effects of drugs like that.
In addition - tell your sister you love her, but you won't stand by and watch her kill herself or destroy her daughter.
Finally - don't stop at anything to help her. Call the Dr. Phil show, call local drug clinics, call Intervention, call ANYBODY!!! The more vocal you make yourself, the more likely you have a chance of getting heard.

your sister has a drug addiction, hon... and the only person who can help her is HERSELF>
she probably needs to go to a rehab center if she's in bad condition.
the best you can do is urge her to get help. apparently she has emotional problems... i think the majority of people who end up with drug addictions do have some sort of mental health issues.
it's not your fault, nor is it your mom's fault. i'm so sorry you are worried.

Report her to CPS if she's doing drugs she's not being a good parent to her little girl its neglect either that or be a snitch and rat her out to the cops

You can't help her unless she ADMITS she needs help.
Get used to her being gone, and to taking care of her baby, because nothing is as important as the drugs are to her.

All I can reccomend is phoning into montel, maury or doctor phil. Good luck. I can't relate to what you are going through but I can imagine it's tough.

tell your mama to have her locked up she will have to go before a judge and he can get her some help,It will be hard but I would rather see her in jail than dead
