When I crossed the border back into Canada from NY state, I declared my purchases and paid Ontario sales tax (and GST) on my purchases. Since I paid NY state sales tax at time of purchase, can I get a refund, since I've paid sales tax twice?

If you are a US citizen or resident, then it is not refundable.
If you are a tourist, then on many items sales tax (and GST) is refundable. Normally, people take refund before crossing the border. How you can claim now, I don't know.

No, if you bought the item in person in NY, you pay sales tax on it - it's not refundable.

I do not know. but next time have it delivered to your home or office in Canada and ask the seller them not to charge the tax.
