Help with what? As I understand it, a base shoppette is under the control of the Army and Air Force Exchange Services, headquartered in Dallas, Texas. Under what obligation is the base commander for this AFEES employee's family, other than to provide them with tickets home via Air Mobility Command, if their permanent place of residence is the States? His military retired status doesn't change that.
If he is missing from his place of employment, there's no obligation for his family to remain in base quarters. What if he died, instead of turning up missing? All the Air Force is obligated to do under law for a military retiree is to inform his next of kin of the death. I handled civil service deaths in Japan, some of whom were also military retirees. Some left debts to their next of kin. The military services had no role in managing those debts or discharging them.

You have already posted this question, stop begging and apply for Welfare.
The US Military is not there to bail out people who are unable to pay their utilities.
