A guy that I recently met gave me his phone number, so I called him a few days later, and it said, "the number you have reached has been temporarily disconnected." I know that can happen when someone doesn't pay their bill, but a friend of mine said it could also mean that he blocked my number (I gave him my number also), could it? Or does it mean something else?

He probably gave you a wrong number too.

The phone bill didn't get paid for a few months and the phone got cut off. After your friend pays the bill, the services will be restored the same day. Unless your friend has SBC/ATT, then the services will be restored whenever they feel like it.
