You could, but it would be better to put the 17's on the front for better cornnering and keep the 15's on the back so it would launch better. (especially if you used a tire with sidewalls that wrinkle like a drag tire).
Skinny tires with short side walls up front, fat tall tires in back. It would look much better that way anyway.

Can you ? Sure you can. When you do go with the shorter sidewall tires on the 17" rims. Go with a 35 series tire in back and a 45 in the front.

If you live in Australia, it's against the law for a registered vehicle. Probably every other country as well. It will also affect your speedo readings.
