Yes the law applies to everyone. There are exceptions granted to on duty Police Officers though.
Instead of a citation a Police Officer would probably be written up for bad driving under Department Policy. Seen it happen. Also seen a supervisor issue a warning citation to an on duty officer for not having his driver's license on him while driving a patrol car.

Yes it happens. I got into a vehicle crash while on duty and the Lieutenant wrote me a ticket. The other person involved did not show to court so the judge dropped the ticket since the other party was the only witness and there was a dispute about who did what.
I also have arrested a fellow officer during a family fight. Been around when other officers have been arrested. Maybe they don't do it much in the big cities but they do here. Otherwise it would be political death for a Chief or Mayor if they didn't.
So, professional courtesy isn't always used and there are times when others are given breaks.

Yes they can. they are not above the law. But however this will never happen because i believe they look after there own. But however it was not long ago a cop pulled over a car for speeding and booked the driver, Not only was the driver was a cop but he also was the booking officers hubby. ( that happen in the USA just this week)

They can but most of the time they won't. There is a thing called "Professional Courtesy" and they tend to let other police officers off from any minor law breakage. I didn't let them get away with anything and thus, one of the reasons I'm not in that line of work any more.

YES! Just recently a cop pulled over and cited his WIFE who was also a cop for drunk driving. She was so intoxicated she even drove off and he had to call back up.
