I have been in the surf in both Oregon and Washington at the same latitude as Seattle and Portland and I can tell you first hand that the water will freeze your anatomy off at certain times of the year. As for the summer, I can only imagine that it is barely tolerable...and that you will be a shade of blue somewhere in 20 minutes.

New York City is not that far north. Beach temperatures are nice in the summer.
When talking of Portland, you've got to distinguish between Maine and Oregon.

New York beaches on the ocean or Long Island Sound are relatively warm during late summer. From May until early July the water goes from too cool to mild and warms more after that. The beaches that face the open Atlantic near Fire Island have somewhat cool water. In inland New York at the several lakes that the state has, have variable water temperatures, because some of them are fed from underground springs where the tributaries come from Canada. You can get cold water in one area and mild water in another area.
At Cape May, NJ the water is mild, because the Gulf Stream passes close to it.

The Gulf Stream brings warm water to NYC beaches. During a hot summer, water temperatures reach in the mid 70s. On the west coast there is no gulf stream to warm the water, that's why the water there is always good. By the way, the Gulf Stream is a current of water that flows from the English Channel to the Caribbean sea.

Phrase of the day ;The Coriolis Effect.
Due to the Coriolis effect water in the Northern Hemisphere rotates clockwise
That means that on the east coast of the US water will flow from the tropics to the poles and on the west coast it will flow from the poles to the tropics. Guess which coast will have the colder water temp as a result.

in portland? there are no beaches in portland! NEW york and new jersey, are higher up on the map, so they are colder. and the oregon beaches arent cold, only in the winter, its sorta warm in the summer.

Well Im hoping soon I can say "Catchin' some waves" but I need to practice. For now I play catch baseball or footbal, ride my longboard on the boardwalk, tan, swim, picnic, photograph and walk. Cool question

They are not warm like the Florida gulf coast or the Great Lakes in the summer. I live in San Diego and have never gone swimming in the ocean. Even on an unusually sweltering day like today, the water is FREEZING!

no they are not gonna be cold they are far from the equator so no. of course there gonna be cold the beaches in northern California are cold so New York and Portland should be colder

it can get REALLY hot on the jersey shore but the water is soo cold. i get used to it pretty fast though
