It says that you should allow anyone who decides to believe in Islam believe and whoever doesn't want to believe in Islam not believe in Islam. It is illegal to hurt, harm, or make them feel uncomfortable in a true Islamic society. The reason why most people here think differently is because of what they hear around and see the troubled, sad, angry, and (some of the time) not true Muslims.
The only way it is legal to hurt non-believers is if they try to kill you but you still CANNOT go to their land and hurt their innocents.
