If you want to change it do this join the Army National Guard they can waive RE-4 and this time be a man and finsh your enlistment. Do not drink I think you can handle with one weekend a month and 2 weeks a year for a couple of years, can you ?? If so look into the Arng and when you finish your term you should have a better Re-code. Remember this is a one time shot so do not screw it up if you want to get a better re code. Also with the Navy appeals it will take over a year and you have a better chance going with the old guard. Take my advice and do it. I am only trying to help I am not a guard recruiter but a navy recruiter and most of the time I encounter navets with the same issue re-4 "I was so young and dumb" redeem yourself.
I was wondering why do you want an re-3. I heard re-4 do not affect your benefits only if it is general, oth, and etc. I have seen many honorable dd214 wih re4(s)

You can make an appeal to the Board of Corrections of Navy Records. But, you don't have much of a chance. Get into some local rehab program or join AA. Then, after an appropriate period of sobriety, you might have a better chance with the BCNR.

im a recruiter and after 10 yrs and lots of rehab thats accountable you can send your record in for review... good luck to you, the process is about 5% successful. unfortunatly i will say you shouldnt have done it in the first place.

why would you want to.
If you were truly a man of honour, dignity and respect with all the core values that any soldier should adhere to, why would you expect to be given a second chance after not being able to conduct yourself responsibly?
This isnt a game!
The military isnt a game -- people are dying.
I say that again -- People are dying -- and you want to do something stupid--TWICE!!!?
Shame on you!
If youre someone that cant take the responsibility to conduct yourself like one of americas best, why would you want to try again?

Do america a favor, take your lumps like a man, and learn from this, and forget about the service.
People want to support heros -- not kids wanting to play soldier

Dont your future shipmates/soldiers deserve someone responsible to take care of them in time of war?

Or are you too self centered to even worry about that
