"Downtown" is something of a fluid concept in New York. There is no single accepted definition. Some few people only think of the financial district, the dense business district at the very southern tip of the island as Downtown, more would consider anything below Canal Street to qualify (an area also known as Tribeca). Others think it means anything below a certain numbered street (usually 14th, 23rd, 34th or 42nd). So it really depends on who you're talking to. To complicate things even more, 'downtown' is not just an area, it's a direction. Whenever you are going south (down) you're heading downtown regardless of where you are in Manhattan. I would say most New Yorkers don't use the term for the area as much as for the direction and would be more likely to use the name for the specific neighborhood if they wanted to tell you where something was. So say Greenwich Village (the boundaries of which are also a bit fluid but that's a different question) -- it's much more precise than Downtown.

Well if you are north of Greenwich Village, it is "downtown" from your location but it is not the neighborhood "Downtown"
which is anything below Canal Street as far as I am concerned. If I'm telling someone about the location of a place in Greenwich Village, I say it's in "the Village" not "Downtown.

I always considered Greenwich Village downtown, until some know-it-all told me City Hall and lower Broadway is downtown. I guess it all depends on how you long at it, there's no right or wrong answer. For me, Greenwich Village is downtown Manhattan.

Greenwich Village is Downtown. When people refer to downtown they mean the Village, Soho, and Tribeca.
