Smallest I know is a Finch. I find some pics.
The picture of a Zebra finch. I like hearing the sounds they make. I do show a Parakeet, they fun and very friendly once they get used to you and the males can learn to talk. Cages are about any size you want. Pet shop can help. I not sure of price, I think the last I looked finches were about $10 and parakeets $20. The cages are what cost. May find a cage in the Classifieds for your are, look under pets/birds.

Parakeets are more fun and have more color variety;

the last person said a budgie is a good pet, and that its the smallest, GOOD NIGHT! Does no one know about parrotlets! you need a big cage and the cage could cost around fifty dollars (check ebay) but the birds vary from state to state or country to country from withing 100$-300$ don't have any pictures but if you google imaged the word parrotlet you'd get good pictures of pacific greens! hope this helps and they CAN talk
