If you guys aren't doing a whole lot of talking, perhaps you should make sure that she would even WANT you to throw her a party. Call her up and ask her if you could spend a day together. Use the time to get to know her, and show her that you're interested in having a real relationship with her. Also, keep in mind that whatever the circumstances were that kept you away so long are going to be tough for her to deal with, and the only way to have a relationship with her will be by building one, not by buying your way into her heart with gifts...or birthday parties.

Ask her best friend what it is she really wants and get it for her, but remember, money and expensive gifts cannot make up for lost time or make someone open up to you. What she wants may not even cost that much. It will be the thought that you put into it that will counts. Ask her friends if they'd be willing to plan a surprise party for her and tell them that you are willing to foot the bill and work with them on it (to keep it in bounds and no alcohol if your state is a 21 drinking state). OR if you really want to spend some money and get to know her, take her on a cruise. Give her a brochure for the cruise (or any week long trip) inside a birthday card and tell her that you are ready to book it as soon as she lets you know what her schedule is. Find out from her friend where she has always wanted to go so that it will be irresistible.

I'd try taking her to an amusement park and try to spend some time with her to get to know her. This way there is enough distraction that the 2 of you aren't uncomfortable. If you want to get her something that is to remeber her secial day try a smallpiece of jewelry. Time heals all, Good Luck.

Maybe just the two of you can go see a movie that you both wanna see,or you can take her to the mall. I would not throw a party unless she wants it.
