The first week after the show of blood leads to a fertile stage at around 10 days. At 16 or so days, she will start to go out of estrous, and usually by the end of the third week, her vulva will be aobut normal and she will be out of heat.

This sounds perfectly normal.
She should begin to slow down on her menstruating and stop here within the week. My dog always has one for about 3 weeks.

I was told that it lasts for 21 days and she gets it twice a year .

Hmmm....not sure. I don't really know how long a heat lasts, as my female cat and female pit bull are spayed....like they should be. Perhaps you should look into doing that.
