Is there a paint that is low-voc or low in toxins that I can use to paint over my 70's linoleum fake brick floor?

Most indoor quality floor paint are safe to use provided you follow directions and ventilate as directed.

Make sure you follow precautions for primers, pretreatments, etc. I am not sure you will be able to get paint to stick to what you call linoleum. If it is actually lineoleum (cork treated with linseed oil) you may achieve adhesion with proper pretreatment. If it is actually vinyl (polyvinyl chloride) sheet, sticking will be an issue.
