The Navy has uniform regs on how to wear your hats, Now I was in the Navy for 20yrs and I always wore my Dixie cup at JAUNTY angles every chance I had with the exception of a full dress inspection and even the I kept it a a angle I always had some CO or some other cheese ball straighten it out. So my answer is that only a TRUE salty SQUID will wear there Dixie Cup like that and it pays tribute to when the Navy was the NAVY!

It was war time. The sailors were going through much more then a peace time navy. To keep moral higher some things were over looked, especially on board ship and on liberty. Over the years things were done differently. When I was in, the early '60s, we would fold our white hat so it had wings on the side. Most people would have them down just above the eyebrows. Only exception was a dress inspection.
Moral was the thing, don't be to hard and you had a happier crew. Most skippers knew this.

they can wear them any way they want except when they are in the public eye or in the presence of the high brass!!!
durin the end of the vietnam war they had a new admiral take cammand who experimented with uniform changes and tried to get rid of the traditional button up bells and older uniforms and then abloilshed the allowin of facial hair!!!
he got a lot of heat about the uniform changes so i believe they finally compromised!!!

Sailors are required to follow the provisions of the Uniform Regulations manual, which dictates proper grooming and dress.
It may not always be followed, but it's suppose to be.
