The Russians voluntarily stopped long range bomber flights in 1992 due to warmer relations with the west (US) and they're own budgetary problems. Now they have the money to start again plus the US now flies all over formerly Soviet airspace all the time and Russians arent happy about it.
I think they intend to remind US that we dont own the skies of the world like we like to think.

Might I suggest that the US has pissed off the Russians?
Bush is being mighty high handed with his anti ballistic missile system, which is illegal anyway, and he refuses to compromise with the Russians.
I think that they have reason to be pissed off.
maybe a little more listening and a few less cliches would help?

right now they are just p.o.'d. their country is so decimated and currently the Russian version of the mafia mostly runs things. Putin is trying to unify them so he can restore the old KGB and make Russia more relevant globally.
