What stops him from taking the shahaddah? It's actually stating that you believe in Allah, but it's in Arabic.

If you believe in Him and yet not honor him, that makes you a hypocrite and therefore CANNOT entire His Kingdom. You must take Shahaddah and do the other pillars of Islam ie Salat (MOST important) pay zakah and all the other good stuff.
