Take them apart (but find some way to label them so you can remember which pieces go where) and start with a coarse sandpaper. The higher number on the sandpaper, the smoother it is, so start with maybe a 120 if you're sanding paint off and work your way to a 400 grit for a smooth surface.

It's a lot of work, but it's very rewarding when it's finished. Good luck!

Be careful. If the cabinets have a thin vaneer you can sand through it and destroy the cabinet.

Use a moderate grade of sand paper, sand with the grain, and convert to finer paper once you have broken through the old coating.
