My maternal grandfather's mother's name was Elizabeth Sheely. Is this an Irish name? How do I find Sheelys in Ireland?

Not to be hostile.. but please, don't go by whether or not a surname is "supposed" to be of any certain country.
Look for Elizabeth in available historical records. Since you did not give any date or locality, it is almost impossible to know which those might be.
On the assumption she is in US census records (which are accessible from 1790-1930, no 1890 it burned).. that will tell you where she was born, and if 1880 or later, it will also show where her PARENTS were born. Yes, it can have errors.
Until you have accumulated some concrete records, you don't know that your Elizabeth Sheely came from Ireland at all. It would just be guessing, which is a major waste of your energy. You have to have name(s) and dates before you even attempt looking overseas.

It's definitely Irish but I'm not sure how you would go about finding Sheelys in Ireland -- you might try a geneaology site....

sheely is an irish name. check on google.com.
your have a coat of arms. so put google coat of arms and learn of your heritage.

Try logging onto Ancestry.com and the Sheely Coat of Arms, family crest. They'll tell you if it's Irish.

Sheely is an Irish name but beware of sites peddling surname products like coats of arms.
