Clinky is right. It is going to depend on your printer. If your selected printer can't handle 11 x 17 paper, then it won't be an option. So if you are connected to a network you may want to select a different printer that can handle 11x17 paper.

Choose page set up and then choose tabloid as the paper size. Legal size is 8X17, tabloid is 11X17.

It should be listed under Paper Size. (as soon as you open page setup it will be right there) It won't say 11 X 17 but it should say Legal.

normally the paper size option is predicated on what paper size your printer can use.
