Honestly find a good friend or familey member with a nice yard out in the country and ask if you can have it there some friends of mine had a back yard wedding that was BEAUTIFUL that all of us pitched in on cooking and decorating and it was amazing, because inexpensive doesn't mean trashy cheap...like they cooked cornish hens because they are relitvly low cost and did things like that then had the cerimony under an ivy arch that was already there and the reception was in a converted barn and it was awsome.

What is your criteria? Do you need a priest? If so, I think you're confined to a church. Or are you just using a run-of-the-mill JP?

How many people will come?

Just thinking generically, here are some ideas:
- parks (why not Moses Lake? see some great photos here: http://polisphotography.blogspot.com/2007/04/moses-lake-wedding.html)
- schools
- residences
- churches
- historical venues/squares (many historical buildings may not require you to pay anything and there's a lot of character)
- or go someplace quirky that speaks to you and your intended. If you had your first date at Build-a-Bear, maybe go there. (I know, sounds crazy!) Try an airplane hangar or something unconventional.

Check a local Elks club or a hall...they are relatively cheap and after some decorating the halls turn out pretty nice.

In a friends or relatives back yard that is what I am doing. Just need to put money on a tent and seating.
