Obviously your going to be told to gloss the stairs which will produce a long lasting scuff resistant finish. I used bathroom & kitchen paint, its washable, hardwearing, seems to be loads of great colours but you have to undercoat first....
A friend used blackboard paint for a different look with a light runner carpet up the middle(if you paint the stairs this is adviseable).. looked smart..
Oh' and I hope the carpet tiles are for somewhere else beside the stairs because thats really dangerous and not recommended.

If your stairs are outside I would get a marine paint so it is water resistant, sometimes these also come textured for better grip.

If your stairs are inside, I would seriously consider carpeting them instead. Paint wears down fast in high traffic areas.

Home Depot sells the carpet tiles you are referring too. They have a pretty large selection.

Are they wooden stairs inside? Why don't you try and remove all the paint and stain them, this will last much longer than paint. It will take a bit of effort but you can buy paint removers quite cheaply now and will look nicer. Carpet tiles - Homebase, B & Q or Carpet stores.

For domestic use you can use eggshell instead of floor paint its easier to use than undercoat and gloss... if the wood is bare you will need to use a primer first otherwise your paint will peel off at a later date.
Eggshell can be alkyd (oil paint ) or water based. To tell which it is check the tin - oil you wash brushes in white spirit and water you wash brushes in .. yeh water.
Mini foam rollers are good to use easy, cheap, you can throw them away after and then you only need a small paint brush to get in the corners and do the edges.
Don't forget you will need to sand the surface before you start and hoover to remove dust. Previosly painted surfaces need to be cleaned as well.
Allow enough time for the paint to dry inbetween coats - the correct time will be on the tin, don't paint sooner just 'cos you want to get on or it will effect the paints durability and it could peel on you..
Don't forget to start at the top and work down and you'll have to leave enought time for the paint to dry or you won't be able to go to bed/bathroom.

Paint on stairs and decks never seems to last--you might be able to get a heavy duty paint, but if they were my stairs I would get a durable carpet to cover them.
