Perfectly normal.

Most insurers will only accept 12 months uninsured to continue your NCB. A few will accept up to 2 years. Over 2 years and you start again from scratch.

Most insurance co's will not accept no claims bonus after 2 years but there is still the odd one or two who will go upto 3 years.

Also how long after the two years are they out of date? some co's may offer some discounts.

Problem these days there are not enough trained experienced insurance staff, management are too busy looking at targets and collecting the premiums than employing people who can do their job

And when you got your first license, you had 17 or 18 years of NCB, and they didn't accept that either. Sorry, it starts over for you.

Most insurers allow 2 years with no insurance before they take the no claims away. However plenty with offer an extremely good introductory bonus, don't forget they want your business, unless of course you are an accident waiting to happen.

They don't have to allow it, if that's what you're asking, it's up to them.
Some insurers will allow you to go back two years, have you shopped around?
