assuming that you are a citizen of a country that needs a visa to visit England, the nearest British consulate will advise you.

the countries whose citizens do not need a visa are listed on the UK's government's website.

Most people don't need visas to visit the UK (especially if their stay is less than 3 months).

If you do need one you need to apply to the nearest British embassy (you can download the forms off their website) and send it in to them.
