If i'm right, your parakeet may be a female, that happened with my budgie also i forget exactly how long we had her before it changed color but i think it was about 5-6months. i think it just means that she is mature enough to lay eggs (if theres a male)

as long as it's acting normal and chirping, eating and playing with its toys you have nothing to worry about:) otherwise if its not... then i'm wrong and ur budgie is probobly sick. but i think it just means u have a female:)

heres a pick of my budgie Misty

How long have you had this parakeet? If you got it when it was young, the cere is usually purple/blue and if the bird is a male, when it gets older the cere turns bright blue, and if it's a girl, it will turn pink/red/tan. You just have a girl bird.
By the picture, she looks a little puffy. Has she been sitting puffed up a lot lately? Does she still sit on her perches to sleep or does she like to hang out in the bottom of the cage? these are signs of illness, and if she may be sick, take her to an avian vet.

she is just now becoming old enough that her cere id turning red. this just means she is a female. (mine are just now changing as well but they are both boys) she does a little fluffed, so make sre shes not in a draft from the AC or get one of those little huts for her cage or outside the cage so she can get warm if she chills! otherwise she looks like a happy healthy budgie! :D

The bird looks fine, it does have it's feathers puffed, and is sitting low on it's feet, which makes me think it is chilled. Do you have your A/C turned too low? They get chilled easily. Make sure it is not in a draft.
