First problem I see it is a plymoth dodge. I would truly like to see it, because I have never seen one. After sitting for 5 years, any transmission is going to have trouble. In the automatic, the fluid will probably be all gummed up and in a manual, if it was low on lubricant when parked, the gears may be rusted.

No one will be able to diagnose a problem on a 31 year old vehicle that has sat 5 years based on the description. What do you mean by "won't shift"? Does not move at all? Won't come out of low gear? Starts to move and then seems like it's in neutral? Automatic or stick? If stick, again explain what "won't shift" actually means.

check the fluid first in it,then check to see if the cable that runs to the transmission is hooked up,on these models the shifted by pressure, and some has a rod that ran down to the transmission, make sure its hooked up,if its no it wont shift out of gear, its either that or the valve body is stuck on it,good luck with it.

the shifter linkage is rusted together, spray with some lube and let it set for a few , then tru to shift it, if it still wont work it is probably in the transmission then, , you will have to take the trannys oil pan off and see what is sticking
