I am measuring a cap at 7.02 uf the true value is suppose to read 10.0 uf with a +80/ -20% Is this unit under tolerance?

Yes, the 7.02 uF reading is under tolerance (of 8 uF).

It may be your capacitance meter, though. Measuring electrolytic capacitors with a meter designed for much smaller caps may result in erroneous readings. See if you can find a capacitance meter designed for electrolytic caps.

Also... make sure the meter is calibrated -- an uncalibrated meter would cause an error in the reading, also.

If your math skills are really that bad, you may think about some other class than electronics, because you will need some very basic (and this IS very basic) math skills or you won't get very far.

20 Percent of 10.0 uf would be 2.0 uf. 10 minus 2 would be 8 ufd.
