I am interested in becoming a seal after college and my thinking is the safest bet to become an officer in that community would be to join the rotc program in college rather than ocs later.. i have heard that some rotc programs dont have what it takes to put an officer into the spec. war. community and I am wondering if there is any merit to this. If there are any SEALs out there or guys who have been to bud/s your help would be appreciated.

Officers get ONE shot at BUD/s. enlisted can repeat several times. considering the 70% washout rate...which do you think you have a better shot at?

Which do you want more> to be in the Navy, to be a Naval Officer, or to be a Navy SEAL? once you figure that out, you will know which path to take.

The nice thing about BUD/S is that you get treated equally as worthless whether you are an Officer or Enlisted. Being a zero (Officer) will in fact draw the ire of the instructors even more because they will expect more out of you being an Officer. So don't expect ANY respect or special treatment from the Cadre just because you have bars.
SEAL training is tough and I have a lot of respect for those who survive it to become an actual operator. Richard Marcinko is almost God like when it comes to being a SEAL. Google him. Or go to www.navyseals.com to see what some of the training requirements are. Their motto is, "the only easy day was yesterday".
