red and green are used for tip and ring of the phone signal. You can go to radioshack or an electronics retailer to get a RJ-11 jack. It has the RJ-11 connector that you plug your phone in and 4 wires to connect to the phone company wires. Only red and green need to be connected. The RJ-11 jack will consist of two pieces - an outer shell with the RJ-11 jack and a plate that can be screwed onto a baseboard. That plate has screws where you can connect the red/green phone wires to the corresponding jack wires. Just don't short red and green.

heres the simple answer...

it appears the dial tone is already at the jack, just the jack itself is defective and in need of replacement..

as long as the wire has been connected per the proper color chart, heres what it will look like..

Line 1:
Green -> Green OR blue/white -> Green
Red -> Red OR solid blue -> Red

Line 2 (optional):
Yellow -> Yellow OR orange/white -> Yellow
Black -> Black OR solid orange ->Black

if the wire has been previously repaired, or was not connected according to the standard telephone color codes, then you will have to connect however the wiring is currently connected, paying particular attention to what colors are connected to the Green, and Red wires of the jack

if there are mulitple wires entering into this jack, be careful to replace all wires as they were connected, or some of your jacks may not work...

If the wires are run on the outside of the walls, or outside your home to this jack, you can trace the wire back visually... if the wire runs to a jack that is working, open both jack covers to the working jack, and the one that is not working..

check that the green/red (or blue/white - blue) wires are connected to the green/red of the jack... at the working jack and the non working jack..

if you can not visual lay follow the wire because they are run inside the wall.. or they go straight to the NID outside, and there are too many wires inside there to determine which one is yours... you will need to purchase, rent, or borrow a tone generator and probe to trace where the wires go to, and where the wire is disconnected from your jack... to buy it will cost about $50-$60... there will be instructions on how to use the probe and tone generator in the package.. if you have any problems feel free to email me..
