I need help catching these cats and either getting them fixed or taking them to a shelter.

Get a *humane* cat trap. You can usually rent one from your local veterniary office or the humane society. It's basically a cage and the door will close when kitty goes in. You simply place some kitty food (canned works well) in the back, and place trap where the kitties typically are. Once you catch one, call animal control, or cover the trap with a towel, and take kitty to your humane society. They will remove kitty from the trap, at which point you can go back home and catch another kitty.

I'm in Santa Barbara County and we have an organization called Catalyst for Cats that does trap, neuter, release for feral cats. Since San Gabriel Valley is much bigger, there may be a similar organization in your area that does the same. Call them and see if they know of someone in your area. They are a very small group so I know they don't go out of Santa Barbara County but they may know of other groups in your area. Here's a link with a phone #. It is for ASAP Cats, but includes Catalyst's # on their page.
