Are you really interested in an answer, or do you simply enjoy twisting?
If one reads the context, one learns that Israel just made a vow.
A vow to be faithful to, and follow their God.
God outlined the consequences of them not taking this vow seriously.
Eventually, the Israelites did turn bad and God took away His direction and protection.
Enemies came.
The enemy nations caused Israel to act as they did.
God had left the building.

God is speaking here of if they choose not His ways and follow His ways in time of famine they will eat their kids. Not a desire for God to see this, but a result of what man can and will do when they are left to there own devises without God.
