That depends how old you will be on your birthday, whether your home and yard is large enough and how prepared you are to look after this dog for its entire life. If you are willing to care for it, feed it, exercise it, take it to obedience classes and train it, desex it, play with it and keep it in a happy, healthy, well trained condition for the next 12 or more years, then you should say all this to your mum. Tell her all the hard work you will do to care for it and how much money you are willing to pay for its food and upkeep, including vets bils too. Please do not lose interest in this animal. It needs you there with it always.

Write up a contract saying that you will be totally responsible for the dog, what the responsibilities are and list the penalties if you go against any of the responsibilities. This will show incredible maturity on your part. If she still says no, well, she is the mom after all. Don't whine or be immature about it, just try again in another year.
